To be more specific:
For example, I want Meowth's cry to be on Poochyena. I've tried repointing Poochyena's cry to be Meowth's cry on Pokemon Editor, but that doesn't seem to work.
Repointing the icons was possible, then what am I doing wrong with cries?

Cries for Hoenn Pokémon are heavily out of order. There's 2 steps from the national dex number to the cry index number.

There's a table somewhere in the ROM which converts from index number to cry number, you need to take that conversion into account when attempting to edit cries and their pointers.

The long way round would be swapping the sprites and pokedex info, moves etc and then changing their pokedex numbers back to normal. the cries would then be swapped.

Honestly though, you would be better off doing what Jambo51 said.
